Finns have increasingly negative attitudes upon piracy, according to the Copyright Barometer, an annual survey-based assessment conducted by Taloustutkimus Oy and published in November 2025 by the Finnish Copyright Information and Control Centre.
But at the same time, they found that the use of illegal services has increased among young people. The study examined the use of content and attitudes towards copyright and piracy, among other things..
Almost two-thirds (64%) of respondents do not approve of any form of piracy. This is more than ten percentage points higher than the previous year (53%, for 2024). There has been a significant increase in this trend among 15-34 year olds, with more than half (52%) of respondents in this age group saying they do not approve of any form of piracy, up from 36% last year.

Yet, at the same time, the proportion of 15-24 year olds who consider it acceptable to watch films or TV series on illegal streaming services has also increased significantly: now 30%, up from 19% last year.
Ten percent of respondents overall admit to using illegal streaming services and five percent admit to downloading from illegal sources. Both rates are higher among younger people.
Defending rights-holders
According to survey results, almost two-thirds (62%) of respondents believe that copyright holders should be able to find out who is infringing their rights anonymously on the internet while 12% of respondents disagree with that position. The majority (81%) also felt that search engines should show legal options in search results before illegal services.

Methodology
The results are based on the Copyright Barometer, which was commissioned by the Finnish Copyright Information and Surveillance Centre and carried out by Taloustutkimus, which is now in its nineteenth year.
The research material was collected through personal interviews and an online survey as part of Taloustutkimus’ Omnibus research. The data collection was carried out between 11 September and 7 October 2025, and the total number of respondents to the study was 1072 people. The target group was Finns aged 15–79, excluding the Åland Islands.
