Japan anti-piracy org coordinates with Hong Kong, Taiwan officials on rights infringement cases

Japan’s Content Overseas Distribution Association (CODA) met with government agencies in Hong Kong and in Taiwan in August.

CODA works with law enforcement authorities internationally on an ongoing basis, to implement effective measures to protect Japanese content rights locally. These initiatives were carried out as part of a project commissioned by the Ministry of Economy, Trade and Industry (METI) of Japan.

Hong Kong meeting

On August 19 CODA met with officials of the Hong Kong Customs and Excise Department to express its appreciation for Hong Kong Customs’ investigations and crackdowns on rights infringement cases involving Japanese content and held a meeting to exchange views.

Both sides shared up-to-date information on their current anti-infringement efforts and recent trends, while also engaging in open discussions on further strengthening intellectual property rights protection going forward.

CODA will continue to work with Hong Kong Customs and other authorities around the world to protect Japanese content IP and promote the healthy distribution of legitimate content.

This activity was carried out as part of a project commissioned by the Ministry of Economy, Trade and Industry of Japan (METI).

Taiwan meeting

August 14, 2025, CODA visited Taipei, Taiwan, to pay a courtesy call to the Criminal Investigation Bureau (CIB) of the National Police Agency, Ministry of the Interior. This visit marked CODA’s first meeting with CIB in about two years and the first since agency’s current Commissioner took office.

CIB is the central agency responsible for directing and supervising criminal police operations throughout Taiwan. Since 2005, CODA has been conducting “Joint Enforcement” initiatives as part of its overseas anti-piracy measures, and for many years, CODA has received strong cooperation from CIB’s Intellectual Property Rights Infringement Squad and Telecommunications Investigation Squad in the crackdown on internet-related crimes in Taiwan, such as ISDs (illicit streaming devices), illegal apps, and piracy websites.

In March 2023, CODA presented a commemorative plaque of appreciation to CIB in recognition of its achievements in investigating and enforcing actions against infringements of Japanese content rights.

Why it matters

Collaboration is one of the most important tools to maintain vigilance against piracy, especially when it comes to crimes that occur online where there are no international borders.

CODA was founded as an organization to foster collaboration among content rights holders and copyright-related organizations, to reduce piracy around the world, and to actively promote the international distribution of Japanese content, such as music, films, animation, TV programs and video games.
