Brazilian, Argentine and Paraguayan authorities in crimes against intellectual property in the digital environment met in Brasília to strengthen the exchange of experiences and methodologies on investigations.
The meeting was coordinated by the Ministry of Justice and Public Security, through the National Secretariat of Public Security (Senasp), and took place at the end of July.
The meeting will help promote public policies for the construction of an intelligence network that “allows coordinated action not only at the national level, but also in Latin America, against pirate sites, which are today a reality and a problem for the whole society,” according to Mario Sarrubbo, the head of Brazil’s National Public Security Force, Senasp (Força Nacional de Segurança Pública).
About 30 people participated in the meeting coordinated through the Cyber Operations Laboratory (Ciberlab), the Directorate of Integrated Operations and Intelligence (Diopi), of Senasp.
To hold the meeting, the Federal Government relied on AL-Invest Verde DPI, a partnership implemented by the European Union Intellectual Property Office (EUIPO). That institution promotes the effective use of intellectual property rights (IPR) in Latin America, especially in Mercosur countries. The goal is to stimulate competitiveness and sustainable innovation, with special attention to small and medium-sized enterprises.
Strengthening cooperation
For the director of Diopi, Rodney da Silva, the meeting of the authorities represents the strengthening of international cooperation between cyber investigations aimed at the repression of crimes against intellectual property, with one of the focuses on the performance of organized crime.
“All this work demonstrates the strategic alignment between South American partners, especially Paraguay and Argentina. We also have the participation of several national and international entities that work on this protection of intellectual property and that expand the quality of these discussions in a public-private partnership, prepondering absolute public interest,” said Rodney da Silva.
According to Mr. da Silva, the goal is to strengthen international police cooperation with direct communication channels between authorities in the region. In addition, there is the operational aspect, which is the standardization of procedures and the strengthening of digital evidence in cyber investigation.
“This knowledge and this approach also allow to give more agility to the exchange of data on the targets investigated and on the modus operandi of these criminal organizations. This is the way for future joint operations against transnational cybercrimes,” he concluded.

Why it matters
The discussion centered on crimes committed in a virtual environment and included the participation of the European Union. The goal is to build a global response to end illegal distribution.
“When the European Union and other Latin American countries get involved, we are actually creating a real network that allows a global response to bring down these sites and to change this reality in the digital field,” said Mr. Sarrubbo of Senasp.
He also added that this integration is important “not only between Public Prosecutors’ Offices, among our forces, between the public power of the states, but also with the world security forces, because the victim of this whole process is the citizen in any country”.
