The Vietnamese government issued Decree No. 341/2025/ND-CP, which went into effect on February 15, 2026.  The Decree details what constitute infringing acts, the forms of penalties and remedies, and mechanisms for enforcement. It replaces Decree No. 131/2013/ND-CP, from October 13, 2013.

The Decree applies both to individuals and to organizations, and the penalties primarily are monetary fines.  Additional penalties can include the confiscation of infringing items, and in the case of online infringement, the disabling of their means of delivery.

Why it matters

Piracy has been a major problem in Vietnam.  Research published by the Asia Video Industry Association in mid-2025 found Vietnam to be a video piracy hotspot where 80% of violations occur on digital platforms. 56% of respondents have accessed pirated content, and 62% have cancelled subscriptions to access free pirated content instead.
